Elsie Marie Halley, age 76, of Jackson, died Wednesday July 9, 2025 at the Four Winds Community. Born November 28, 1948 in Huntington, WV, she was the daughter of the late George Swindler and Zelma Hazel Shockley Swindler.

Elsie was a homemaker. She attended the Gallipolis Church of Christ Christian Union. She enjoyed sewing and thrifting with family and  taking care of her daughter Donna, which was her greatest joy and calling in life. Her quick wit will be missed.

Elsie is survived by her children, Donna Halley and Blaine (Kelly) Halley; granddaughter, Ellyson Halley; siblings, Betty (Ronnie) Payne, Ruth Adkins, Nancy Dick, Carol Cox, Tommy Swindler and Sheila (Jason) McLemore; and by numerous nieces, nephews, and friends.

Funeral services will be 3:00 PM. Sunday July 13, 2025 at the Waugh-Halley-Wood Funeral Home with Rev. Ben Polley officiating. Burial will follow in the Miller Cemetery. Friends may call at the funeral home on Sunday from 2:00 PM. – 3:00 PM.

Immediately following the burial, a dinner for the family and friends will be served at the Church of Christ in Christian Union 2173 Eastern Ave. Gallipolis.
