Joe M. Owen, age 81, of Gallipolis, died Friday December 31, 2021 at Holzer Medical Center. Born June 30, 1940 in Rodney, to the late Paul R. and Adrienne Kennedy Owen. In addition to his parents, he was preceded by a brother, Jack Owen.

Joe spent his career in law enforcement. Joining the Gallipolis Police department on May 30, 1965. In 1976 he was promoted to Sergeant and in 1983 he was promoted to Chief of Police, the position he retired from on August 17, 1993. Thru the years he won may awards for outstanding service.

Joe, or 'Noodle' which he was known to his family is survived by his wife, Julia A. Owen of Gallipolis; 2 Children, Tonya (Mike) Oliver and Joe M. Owen II both of Gallipolis; 2 Grandchildren, Kasiday (Dustin) McCombs and Michael Putney, 1 great grandchild, Zayn McCombs, 1 Niece, Deana (Eddie) Ellis and 2 Great Nieces, Linda Borden and Lisa Ellis both of Gallipolis.

In keeping with Joe's wishes there will be no services.
