Michael Franklin "Bill" Carter, age 57, of Gallipolis died Saturday November 8, 2025 at his residence. Born February 16, 1968 in Gallipolis, he is the son to the late Bobbie Harold Carter and Virginia Sheets Simms of Gallipolis. In addition to his father, he was preceded by a brother, Greg Carter and a sister, Roberta Chapman.

Bill was a carpenter. He was an amazing man who loved his family and always willing to help others. He was a good friend to everyone.

He is survived by his mother, Virginia Sheets Simms of Gallipolis; daughters, Jodie (Jeremy) Roberts of Bidwell and Makayla Carter of Portsmouth; a son, Garrett Carter of Gallipolis; sisters, LaDawna (Gary) Ratcliff of Crown City and Michelle Carter of Crown City; grandchildren, Rylie Carter, Aidan Roberts, Emma Leigh Roberts, Kace Seward, Kyndal Seward, Alivianna Carter and Grayson Carter. Also surviving are several nieces and nephews and a special friend, Sally White of Gallipolis.

A Celebration of life service will be held at a future date.
